Victoria's vehicle emissions Regulations aim to minimise the impact of motor vehicle air emissions, noise and fuel. These Regulations will expire in January 2013.&lt;/p&gt;

      <description>&lt;p&gt;Chief Executive Officer John Merritt said the EPA instigated report followed the earlier reviews by the Victorian Ombudsman and the Auditor-General that found its regulatory approach lacking.&lt;/p&gt;
&lt;p&gt;&quot;This is about informing us, so we can make the right decisions and choices for the environment and the organisation as we transform to a modern regulator. EPA is accepting all 119 recommendations.&lt;/p&gt;
&lt;p&gt;&quot;EPA exists to protect, care for and improve the environment and that should never be forgotten. We cannot fulfil that function unless we are effective as a regulator. This review provides us with a way to become more effective.&quot;&lt;/p&gt;
&lt;p&gt;Mr Merritt said the review examined the current regulatory model, taking into account the contemporary practice of environment protection regulators interstate and internationally. It also assessed whether the right regulatory tools exist and how they should be used in achieving compliance, while taking into account a number of the recommendations made by both the Victorian Ombudsman and the Auditor-General.&lt;/p&gt;
&lt;p&gt;The review also saw EPA's largest ever consultation, with 14 public sessions spanning the state, providing members of the community an opportunity to feed into the review.&lt;/p&gt;
&lt;p&gt;&quot;I would like to take this opportunity to thank Victorians - individual community members and groups, business and business associations as well as EPA staff - for their input and assure them that we are committed to putting the recommendations into action and coming out of this review a stronger regulator.&quot;&lt;/p&gt;
&lt;p&gt;The next stage is to implement the recommendations. EPA is currently working on an implementation plan which will be publicly released.&lt;/p&gt;
