Chapter 7 of the Discussion Paper outlines ways that EPA currently seeks input from members of the public, businesses and their representatives in our stakeholder engagement, as well as in a range of compliance and enforcement processes and decisions.

As part of the review we are considering if current approaches are adequate and if there are other roles for the community and other stakeholders in achieving compliance and to improve our effectiveness.

More ways to report litter offences would be good - is there an app for mobiles (Apple, Symbian, and/or Android) that people could use to quickly report offences on the spot? Would it help (or even be admissable?) if we could upload a pic of the offence/offender with the report?

On page 13 local government is included as an interested community party when works approvals are sought.

Many new housing and building developments include conditions about stormwater control, but some Councils do not have sufficient staff to ensure these are checked until overflows and flooding affect the nearby waterways.

EPA needs to be able to respond and work with councils to have conditions enforced.

Developers in the upper catchment of Merri Creek are not paying proper attention to stormwater controls – leaving a muddy creek for most of the year. Community groups along the Merri Creek have been able to photograph the washaway where only a couple of bales of hay have been put in place. There needs to be joint action by Councils and the EPA to take action and enforce controls.

I would like to see the possibility of individual input of photos and reporting.
